#19 について、雛形を作成してみました。

制限

固定電話は 09-9999-9999 から 09999-9-9999 の書式で完全にランダムに生成される（市外局番データベースを利用していない）。
ハイフンの有無で別の番号と識別する。Gimei.unique.phone
