Summary

parse date-formatted expires_on values returned by Azure Managed Identity endpoints
add coverage to ensure App Service style expiry strings are handled correctly

Testing

go test ./app/auth/plugins/azure_managed_identity -run TestParseExpiry -count=1 -v -timeout 30s
