This PR seperates the Pytest testing repository into two groups CDA and Mock. The mock will run the existing mock tests and CDA will run tests with a provided CDA instance. Also included is a docker compose file to build andinstance of CDA for local development and testing, as well as a new Github action workflow to run this docker compose and CDA test suite in Github.
