This PR increases the amplification factor for Balancer rETH - Aave WETH (0x1ea587) from 50 to 100 on Ethereum.

will update this once we have the permissions to update amp factor for this factory

Xeonus and I spoke yesterday, we are waiting on the governance vote so we can get the permissions. this is probably ~2 weeks from being done

[BIP-918] Addendum: Grant pool factory perms
0b661fd 
Grant perms for amp updates for the newest v3 stable surge pool and the deprecated v2 factory that has been used by Rocket. Once these perms are granted, we can also finally execute #2649
