Create Site Admin Page
Access the target site's Site Contents to create the page for the solution.
Click the + sign to add a webpart to the page. Scroll down to the Advanced section, and select the Site Admin Tool webpart.
Click on the Install button to create the required list for the solution.
By default this list will inherit the permissions of the site. We will want to utilize the default owners/members/visitor groups to manage permissions to the list, and allow visitors to write to it. Update the visitor's permission to contribute and click on Configure to update the list permissions.
The last step is to publish the page.
